ECM calibration code ?s

Does anyone know the difference between a 98 Expy with 5.4/e40d ECM Code:VXX2 and a 98 f150 with 5.4/e40d ECM Code:HTL2

I am needing to swap the computers and need to know if they will work the same

While I don't know the builds of the two you list, the PCM differences involve
vehicle weight, engine equipage, production differences in the transmission, it's drivability in terms of what the company wanted to achieve, gear ratios, ignition timing advance rates and fuel pulse widths per loading.
There could be other differences between the models.
I doubt you would be able to tell much difference between them unless you did a critical A/B test.
To be absolutely correct you would have the replacement reprogrammed with the info for the truck it goes in, from Ford's data base that is based on the VIN number.
Good luck.
