Mushy Brakes?

I think I have the problem pegged...but before I jump in I wana ask y'all's opinion on it.

The brakes are incredibly mushy...the last time they were changed was at the dealership so I'm ASSUMING there is no air in the line. Also, when I pump the brakes there is no RPM rise...so I've pretty much eliminated that option.

The pedal goes pretty much to the floor before they grab...but sometimes it sinks and then super sharp grabs....almost like there is an electronic OH S**T moment on the part of the truck. That being said...I'm leaning toward the ABS housing/control unit?

It is a 1998 F150 XLT 4.6V8 Rear drum, front disc....and according to my research 4wheel ABS.

I'm on a budget so I don't want to just go buy the part and that not be it... Thanks for the help!
