Unhappy 2003/04 ford f150 4.6l Odo reading (------) theft sequence 1:6 help

Hey guys
I'm having a issue with my truck will not start
Odometer reading dashes (------) theft sequence 1:6
Oil pressure light , SRS light , low range , airbag light(while cranking)
I've seen most of the other posts but cannot come to a conclusion/solution
I've checked all relays inside and under the hood
Truck is decent inside and out so I assume grounds are good
Everything is dry / very little moisture
Instrument cluster ?
I've been told a pin breaks on the back of ribbon connector inside
Also have been told exciter ring and keys could be bad due to age or heavy electrical field
If someone could tell me a step by step to fix my problem I would appreciate the help

Code 16 supports the fact that the PCM is not receiving anything from the PATS system due to a fault.
No display is only the result of the fault.
Wiring, damage or a transceiver fault.
This means the motor will not start as it was designed to do by inhibiting the PCM from allowing fuel.
This is the passive anti theft at work as it was designed to do even if it is caused by a fault.
Find the trouble and motor will start.

That's the indication that the cluster and the PCM are not communicating with each other. Usually, it's due to either of them not getting their power.
