Surface tension bond is what youre lacking. Over years of heat and additives the dipstick can become too slick. Wipe it down a couple times with an emery cloth or red scratch pad. ..literally 2 or 3 downward wipes should do it.

Think of it as a glaze like what can happen on brake rotors.
