Rocker panel rust - need some opinions

Hey guys, so new truck to me, and obviously got some rust gettin out of hand. Now I want some ideas on ways to tackle this. Keyword here - BUDGET - reason being, I'm not quite sure how long I will be keeping this (at least a year) and I dont want to dump unnecessary money into her. I hate to say this, because its not me at all, but I basically want it to look better - without doing a full restore. So are the rocker panels workable? Or will I need new ones? How exactly should I approach this, por15? Thank you in advance.

Wire wheel loose paint and rust. Then use a rust converter of some sort. Then just use bed liner on the silver painted area.

Yea, but that looks terrible as well IMO. I'd just fix it right, but since he might get rid of it in a year, I'd just a encapsulator and paint over it with auto match from Sherwin Williams. They color code your color for you in a rattle-can. GOOD stuff!

Yeah I figured something looked off about that haha. So I went to pick at it and there is a few spots that looked fine, but my finger poked all the way through haha. That being said, would it just be easier to order new rockers and weld them on???
