I bought my truck and the overhead consol never worked I was wondering if ford would install it and never hook it up

 

What year is the truck? And what all is in the console?

Probably the obvious answers but...

I'd think they'd quality control test it on the line so the odds of it not being working from the start would be small.

If it's an older truck it could be failed wire(s), dead fuse, or past owner "modification" (aka screwed it up or cut some wires or who knows what).

Worth checking fuses and wire continuity if you haven't already.
