I have searched the forum and I haven't found symptoms that seem to mirror mine exactly, so here goes. I inherited my fathers f-150 and this is what I know.
1. The door locks do not operate from the fob or the door panel nor do I hear anything that would suggest they are trying to operate
2. The fob panic button does work via blinking lights and theft light though the horn got stuck on at some point and my dad cut the wire to turn it off so the horn does not sound while lights are blinking
3. Windows do work via door panel
4. lights that do not work: dome (however map lights do work), door panel lights, truck bed lights (however the brake light does work).

Now, as an additional note, although this problem has been present for years while my dad owned the truck for whatever reason when I got the truck the door locks did work from the door panel and fob for about two weeks then it went back to the conditions described above.
