Leaf Spring Shackle

I have a 2000 F150 4wd and I recently noticed a tilt to one side of the bed. I looked under and saw that the Rear leaf spring shackle had completely broken, the leaf spring had gone up and it was resting on the underside of the bed. I have found information on how to fix it and if anything it seems like the hardest part is just getting the thing a part as it is fairly rusty.

2 Questions
Where is the best place to buy a replacement shackle?

What is the best method for removing the old rusty bracket?
-I have heard penetrating oil or just sawzalling through the old bold and just chiseling it out.

This is probably the cheapest place to get a new shackle:

http://www.tascaparts.com/parts/2000...iagram=MA97725

rockauto.com has good prices as well.
