1998 F150 Heater blowing Luke Warm

hey guys,
i have a 99 f-150 that is blowing cold or lukewarm air. the truck gets to operating temp as it should so i dont think the thermostat is stuck open. if i shut the heater off for 10-15 mins while the truck is at temp i can get it to blow warm air for about 20 mins before it goes cold again. i was thinking replace the core. any other suggestions?

The heater core is a bear to do on these trucks, the whole dash has to be removed so I would exhaust all other options first.
