Air Conditioning issue

My '03 XLT Scab 5.4 has an annoying issue with the air conditioning. When I start the engine, the a/c will not blow cold unless I rev the engine or drive at normal road speeds for a minute or two. Once it starts blowing cold, it works great. I have checked the refrigerant levels and pressures, and they are fine. The compressor clutch doesn't seem to be slipping, and airflow from the vents is normal. I can hear the distribution system doors move when I operate the controls.

Any ideas, anyone?
