There is a way to diagnose an extended time length EVAP fault.
The diagnostics is very lengthy and done in 4 Phases.
In the Ford document on OBDII overview, pages 13 to 21 is the whole procedure in at least 15 pages.
There you would find test specifications and test mode 6 data that can be looked at with a good Scanner.

In these mode 6, tests and Id numbers found the on pages 15 and 21, would be found the reason/s for the failure to complete if that data is out of limits.
The only code you get is a non complete (P1000) for the test or the test finds a specific fault area and sets a code just for that area.
Most shops still won't go to this length of testing unless some one has the interest and knowledge to do so.
I'm sorry but it's usually above an owner and almost all shops to do this and they just want to guess and change parts hoping to fix the issue.
You see, Ford did the design work, wrote the document and showed all the detail and how to test.
If the rest of the world does not use it, your stuck.
There you are, no farther with the problem but there is a way if some one will use it.
And, the drive cycle is most often a failure if you cannot meet all the requirements during the test time interval on even a good system and/ or not know there is a problem with the system.
There are hoses, sensors, solenoids, wiring etc all involved to cause an issue plus possible leaks.

Do you get a gauge sweep om start up ever? The speedo and tach sweep all the way? that would be a connection issue and the PCM will reset every time it does it.

It doesn't since the vehicle in the video is NOT the same as the one in this thread.

Dang it! I have the same problem with my 99 Ford Expedition. It's driving me insane!

Finally!!!

Finally got my monitors to set. Replaced the battery lugs and connectors. Followed the Ford cycle procedures. And Boom! Finally got them to set. Hopefully this helps you guys out too.

Do keep an eye on those repair lugs. They tend to corrode quickly and cause new problems which usually show up as a "no crank" symptom.

I am having the same problem as posted above. Anyone ever figure out what was the root cause?

California won't let me register a truck that was bought and previously registered here. The ECM won't reset Mode 6 Cat status. No code, no 'Check Engine' light. Just reads on smog test as 'not ready' and won't pass. I've replaced air filter with new K&N, had compete air intake cleaning, new plugs, coils, IAC, O2 sensors, and MAF sensor. Last thing done was to re-flash the computer. Emissions are clean as can be. I've driven about 300 miles since the re-flash and about 800 since O2 sensor replacement.

Frustrating!
