AC Compressor/System help!!

Ok so I have been having an issue with my AC. Doesn't blow cold really at all. The AC compressor also keeps cycling on and off ever few seconds. My first thought was that it was low. So I got a gauge and connected to the low side port and with the AC on max it reads between 25 when the compressor is off to almost 60 when it's on. I am thinking it has enough 134. Also when I disconnected the gauge there was some super bright green/yellow fluid that was on it so it looks like someone added dye to the system to try to find a leak. I haven't seen this anyplace else around the lines or condensor anywhere. So I don't think it's leaking. Any input? I am really hoping my compressor isn't shot.

I know 60 is on the pretty high side of pressure for the low side. Could it be a pressure cut off is making it cycle off? Does it maybe have too much 134?

Ok minor brain blunder due to inexperience with AC. It dropped pressure to 25 when it was on. So the pressure was too low. It equalizes with the high side when not engaged. So I added some 134 till it read 45 while engaged. Seems to be working now!!
