What all controls the IAC?

I periodically get a high idle 2500 rpm in park. It is totally random and usually at a time when I can't troubleshoot.

However, I replaced the IAC solenoid with no change. I plugged all vacuum ports on the intake with no changes. Unplug the IAC and idle drops to 500 rpm. So it appears that it is something controlling the IAC solenoid.

Any thoughts on what could be telling the IAC solenoid to open so much?
