99 F150 would not turnover (start)

This is my first post. I want to start out by thanking everybody. So thank you all for your help. Recently my truck would not turn over. I tried some stuff and ended up looking for help. I found this site. There was a lot of help. Hopefully this will help someone else.

I had been told that my battery needed to be changed. So when my 99 f150 would not start after a cold night, and it would not start after a jump. I assumed the battery had just completely failed. I went and got a new battery. I installed the new battery and the truck would still not start. Every time I turned the key the lights and radio would go out. I was thinking that I had a short somewhere. I read how it could be a neutral wire, or the starter relay, the ignition switch, or the starter. I was really hoping that it would not be the starter.

I first checked the battery voltage. I read that it should be at least 12.4V. Mine was 12.4V. I then looked for loose neutral wires. I also checked the resistance between the Neg. post and the vehicle. It read 0 Ohms. The next thing was to check for voltage at the starter relay. I pulled the small control voltage wire off the relay. I had someone turn the key and I read the meter. It read 12V. which is good. I put that wire back on. I then checked the voltage coming from the battery to bottom bolt of the relay. It read 12.4V. which is good. I then had the key turned and checked the voltage on the top bolt of the relay which goes to the starter. The meter read 0V. This is wrong, it should have read 12V. So now I am pretty sure that I have a bad relay. I took the small wire off and did a resistance check between the post (small bolt) that the small wire was attached too, and the mounting plate of the relay. It read O.L. or open. A new relay has a resistance of 3.4 ohms.

I changed the relay out and the truck started. I also noticed that the lights and radio still went out when I turned the key to start the engine. I am figuring that the ignition switch kills the power to the accessories.
So again thanks everybody that posts their problems and their solutions on this site.

Certain circuits are not switch to HOT while in START. The radio is one of them.
