Hold the emergency brake release out and just touch the emergency brake pedal - does it come on right away? If so, the switch on the emergency brake pedal is set too tight.

The light is dual purpose.
It indicates parking brake engaged, it also indicates low brake fluid.

If its flickering you could be borderline low.

Your brake fluid is low. Either your brake pads/shoes are almost worn out or you have a brake fluid leak.

I was referring to the switch on the parking brake lever under the dash.

Your ebrakes are seized enough where it'll release but not all the way. Mine does it all the time. Take a flat blade screwdriver, a big one and a hammer and drive the e brake cable hook back, the one coming out of the backing plate on each side. Should be problem solved until you can re-do the ebrake mechanisms.

Oops, skipped your last post, glad it's fixed! Keep in mind what I said though ^.

He just said it was low fluid level!

Now he needs to inspect the brake shoes and pads for excessive wear.
