2001 ignition/electrical problems

Hi, I've been having inconsistent electrical problems which result in no power to the cab, and nothing happens when ignition is turned. Battery and starter test good. Funny thing is if I pull the ignition control wire off the solenoid that is mounted on the firewall then replace it it will start right up. I've verified that proper power to the solenoid terminal. What I don't understand is that the ignition control wire (going to the solenoid) always has +4volts or so, even when ignition is off...when I turn the key it jumps to 12v as expected. I think I might have a short somewhere that kicks in the battery saver relay. Any expert advice? should that control wire maintain positive voltage?

Just happened again... No power to anything, pull the ignition wire off the solenoid, hook up mulitimeter (positive to ignition wire, negative to battery terminal) and suddenly the lights com on. I hook the ignition wire back to the solenoid and it starts right up.
