I have a 98 expedition. Yes I know im in the f150 section but thats where i get all my info and the expy section is slow

I know i will have to get a 99-up grill and bumper brackets,but what is needed fro the lightning bumper install?

Is it just a cover that goes over the stock 99-up bumper?

if so could i just get a bumper and skip out on the top pad and stock valance?

Im sure someone has done this any help would be great.
