Gutless

Maybe someone can help me out.

I just bought a 01 5.4L Super Crew with 98,000 miles.

This thing is a gutless turd. It does have 285 50/20 shoes on it but it should turn them over a little shouldn't it?

Also when I'm at 60 and going to pass it takes a LOOOONG time to get to 70.

Please help!!

The best mileage I have got on the highway is 13 and the city is around 10.
