4WD and 4-LOW Light Flashing

Tonight I got into my truck after a hellish rain storm, and as I was driving (roughly15-25 mph) my 4WD and 4-LOW Lights started randomly blinking. Both lights are flashing at the same time. There is no consistency as to the pattern whatsoever. I hear it clicking inside the relay in the fusebox inside the cab, but it is not actually engaging the Four Wheel drive. I pulled the relays thinking maybe moisture had somehow gotten in there (not sure how it would be possible, but figured what the heck). No moisture, havent found any moisture in the cab. Anyone got any ideas? I have searched on here and found nothing that relates.

Also, I took it out to a gravel lot, and the four wheel drive and the 4-LOW both work just fine.

Thanks.
