So, on my 2008, I only have one key. Can I or can I not, program a 2nd key?

No, you cannot do so without an appropriate scan tool (or equal).

Been quoted anything from $75 to 200 to cut/program a transponder key. A couple of places absolutely won't touch cutting my own key blank. Says it breaks their bits.....

I do not believe that the WalMarts around here program transponder keys. They can barey cut a house key.

Found a place that did it for about $40. I already had a key that I purchased online. One problem I ran into was most places want you to buy their key. I was told twice that "we do not or do not like to cut "aftermarket" keys". But they will sell you a basic plain transponder key for $49 or more. I can buy them online for less than $15. I bought the one with the remote door locks built in for about $12! So this place went on about how they couldn't guarantee it would work, etc. It worked fine. I programmed the door locks in a few seconds and was done.

The Walmart here has the computerized cutting machines that will cut and clone a transponder key. They aren't that expensive, I think it's about 50 bucks including the blank.

It is MANDATORY that the PATS system be reprogrammed when a PCM is replaced on any F150 starting in 1999.

Please read the WHOLE thread.
