um i have the same truck and you just have to turn them, their 2 bolts on the cross-member under the transfer case..there on each side of the crossmember in the middle, but im pretty sure you gotta make sure you turn them both the same amount to get the same lift on each side....ive never done it before but im pretty certain thats how its done...
4X4- Yea, just don't Max them out on the 97-98. You can gain up to 1.5". Turn equally as stated, when one side hits max, back it off one or two turns. You still get the height, but allot better ride.

The cam kit, if you need it can be purchased and installed at the same place you take it in, if you use like a Bell Tire shop. 50-60 bucks roughly on top of your alignment fee, - maybe 80 bucks, can't recall exactly.
I had to lift the back as well and add longer U bolts to level after cranking the bars, that was another 50 - 60 bucks.

I already had 4 springs on the back from the factory, I added an 1.5" block because the front end went way up lol. We have longer bars on the 97-98.
Here's the blocks -

You remove the factory block and replace with those ^^^
