Do I have a Fuel injection problem?

I have an 01 F150 supercrew w/4.6L 145k. I average between 15-16mpg. A little lower than a few k ago. New plugs, filters, etc...

Occasionally after a short drive (3-5 miles) when I restart (within 5-10 minutes) it acts like its flooded. Spins over very easy, doesn't fire and when it does, runs rough until it cleans out. Then its fine. Almost seems like its bleeding off fuel but I don't know where to look. It doesn't seem to have quite the same power it had originally. It feels a little doggy under light acceleration until it downshifts. Ex: Going up a hill, it will start to slow down, press gas slightly to maintain, requires more pressure until it shifts, then ok. Garage said compression was good, plugs looked good when replaced.

Any particular thing to look for?

check your fuel pressure. you can use a fuel pressure tester (pretty cheap at most parts stores) to check your line pressure, but try running some fuel injector cleaner in the tank.
