cant decide and can only have one at this time due to money restraints
1) HIDs- by Retrosolutions: 9007 55W 5000k Bixenon for $170.

2) put in a magnapack (14" round) muffler for ( $60 for muffler and what ever it costs to install)

you choose. Drive mostly during the day, some at night. its about a 70% daytime, 30%nighttime

depends, do you do lots of night driving? do you think you will like the annoying constant rumble plus the loss of low end torque? I think Hid's would be alot more usefull then a red neck exhast to annoy all your neibours

i dont think you know anything about exhaust.
well if your just doing the exhast on one of these modular motors, you might gain a bit of high end but loose low end. I had my cat's cut out and from the lack of back pressure my truck lost a whole lot of torque so I put a resonator in the exhast and got some back pressure back. if you want power gains you would need to also do intake and a good tune otherwise your just making a bunch of noise.
your making no sense. how would a straight through muffler make you lose low end. not possible. the reason you lost torque was bc you cut off your cats. stupid idea. do your research before you start talking about exhaust. plus the OP has an 01 where no tune is required when doing exhaust work.

taking the cat's off does nothing becides make your exhast stink and fail emissions, I took mine out because I have quite a few miles on my truck and the cats were plugged and starting to rattle, the only 2 oxygen sensors that control your engine are the 2 before any cat's anyways, the 2 behind your cats are only monitors when your cat's are not working efficent anymore it trips your engine light, so that's why they make o2 simulators I put those on my 2 rear o2 sensors and I get no engine light.... yes I would prefer to have the cat's back in, quieter, less stink but here we have no regulations on exhast fumes so that's why i decided to just cut them out, when I did i noticed a big loss in low end torque before I could peel out the tires no prob but after I cut those cat's out i could barely chirp them in a turn so I went back to the shop and put in a resonator " for back pressure" and I got most of my power back.... can you explain why?

I'd go with the mufflers unless your current headlight output is that bad. Plus you're going to need projector housings for HIDs (I think, haven't really looked into them) which is more money.
Oh and cutting the cats/running it straight through will make it sound like ***, not too sure about the torque gain/loss, I think that's placebo. If you're gonna cut off the cats, do it right and replace em with hi-flow cats so it'll sound deeper and better.
