99 f 150 rims and tires whats the best to get?

Welcome to the site. Tires are one of those things where you get what you pay for. Good and cheap don't usually go together when it comes to tires. I'd suggest going with some BFG MT KM's, Goodyear MTR's or Toyo Open Country MT's. The Pro Comp MT is a decent tire and sometimes you can get them on a buy 3 get 1 free special from 4Wheel Parts.
