95 - F-150 will crank but not start.

I have a 1995 Ford F-150 with dual gas tanks. A few weeks back it was having problems starting, but I could always seem to get it going after a bit. Several times now it has just sputtered and stalled out and would not restart. After a few hours it would start. Now it will not start at all.
I have tried the following to diagnose it.
1) Switched to the rear tank - still no fire up
2) Sprayed starter fluid in the intake. Started for a bit then died 1-2 seconds.
3) Turned ignition on I can hear the pump for 1-2 seconds after the ignition is turned. Flipped the tank selector and the rear tank offers the same result.
4) Pulled the fuel pump relay and swapped for other relays (all 4 are the same model number) no change in results - will crank but no start.
It really seems to be a fuel problem. I doubt that both pumps are priming and are also bad. I have read (online) about a fuel pump driver module corroding, but that appears to be on newer models. I can't find one on mine. The only examples I can find are on single tank models mounted on a cross member under the spare tire. On mine that is where the rear tank is and I cannot find it (may not have one on a 95).
Any advice you can provide would be greatly appreciated.
