10psi is about max for an L brand new. But depending on mods, year of truck, miles, temps, altitude, etc you have to account for a lot more than just a gauge cause it could be messed up too. If you have any of that info it would be helpful but if it's going well past the 10psi mark like I see in the photo then I would assume there's a pulley swap somewhere.

I agree. Your lower is definitely different. Might want to take a digital gauge to the pulley's and measure them if you don't have an accurate boost gauge reading.
I've been looking for a stock 03/04 L as a weekend driver for some time now and I would venture to say all L's have been modified with the lower pulley being the most common. Sad cause I like stock cars better.
