Cruise Control Problem

I have a 2001 ford expedititon that is having some cruise control issues. When i hold ON and COAST at the same time, it honks the horn. I just replaced the cruise control shutoff switch that didnt solve anything?
Any answers???

This is normal, it's just a quirk in the circuit configuration.
