Turn Signal Lever

Hello,

Is it absolutely necessary to remove the steering wheel to get at and replace the turn signal/wiper lever on a 1994 F150?

No, it's not at all necessary, much less absolutely necessary.

Remove the column shrouds, the remove the switch assembly (2 screws).
