Before cranking torsion bars, measured at the middle of the wheel from ground to bottom of fender. Rears were at 39", so I cranked mine up to get 39" on both sides. Took 3 full turns on driver's side, 5 turns on passenger side. Still have threads showing on both torsion adjustment bolts.
