I want to get these for my 04 FX4 with a Rough country leveling kit.

Will they fit fine on stock wheels or will I have to get like a 1/4 inch spacer too?

Yes they'll fit. No you don't need a spacer. You'll probably have to to a little trimming on the back of the plastic fender liner.

Yes, they will fit, but they will probably rub the control arms slightly at full steering lock .

No offense, but Baja Claws suck for a DD. Much better options out there IMO.

I want a good long lasting tire that will also not be THAT noisy

Claws are decent you could definitely do worse. I ran 46" claws on my DD and they were ok. But as for tires that are better bfg km 2, toyo my, mickey Thompson mtz
