Post 99 17" chrome 4X4 wheel

I just got a set of the chrome steel 4X4 wheels from a 99 F150. My truck had P235-70-R16 from Firestone Wilderness HT. I bought a set of General AW P275-60-R17 and they rode really rough like they were out of round or something. Then I traded for the Goodyear Eagle GTII. They rode much better but had a lot more rode whine than the firestones. I switched back to the factory 16's and everything went back to normal. Does the steel wheel make any difference, should I try a set of aluminum from a 98. Can anyone recommend a tire that they are really happy with? My truck is a 98 XLT Reg cab short bed. 2-4 drop. If anyone wants to trade let me know.
