Sounds like alternator whine - pull the serp belt and start it for a minute and see if it goes away. How old is the battery, and have you had it load tested recently? A battery on its last legs can load down the alternator. If it's not the alternator, it could be one of the other driven pulleys.

On a 2004, check the power steering pump for fluid. If it's low, don't bother to fill it, just go get a new pump.

I too,thought it was the power steering pump.
