1987 F150 won't fire up now.

My 1987 F150 302 doesn't want to start anymore. At first I thought it was the IAC, wouldn't idle but ran fine at high rpms. Now after I took off the upper intake and throttle body to replace the valve cover gasket it won't even fire up. It ran fine after I put all the parts back on with new gaskets, pcv, valve cover, and throttle body, but now it wont even fire up at all. With starting fluid it will sputter at best. The fuel pressure is only 20 psi, but I can get it to go to 40 psi by turning off and on the switch about 5 times. I'm thinking it is a fuel problem with the low pressure, maybe filter? Ran fine just 2 days ago with good pressure.

Change the fuel filter. 20 psi is way too low.
