Normally, when one refers to priming oil in an engine, that means getting the oil flowing without cranking the engine. Basis being, you need to make sure all of the lifters, pushrods, oil passages, etc have oil, so the first time you start after a rebuild, the pistons and valve train arent "dry" for a minute while all of the aforementioned get oil and it starts circulating. With that being said, I've never rebuilt a ford engine. (I'm a classic pontiac guy) Normally, you spin the oil pump via the distributor hole. Wait til someone chimes in about how to do that on our engines (however fords' oil pumps are driven). I just didn't want you to think priming an engine was just cranking it without it starting. (If, however you are just starting for the first time after it's been sitting for a long time, that'll be another story) Hope this helps!

(Gee, funny how much info was left out of the original question. Gotta love that edit button! Anyways, I'd try changing to a different brand of filter)

To crank the engine without starting, hold the gas pedal to the floor and then crank it. it wont start while its floored.

When changing oil be sure to use a motorcraft oil filter and I always fill the filter as full of oil as I can without the oil running out when installing, usually about half full, this will enshure that you have oil pressure upon start up.
