F-150 engine accerates with clutch is depressed

F-150 engine accerates with clutch is depressed
1994 F-150.
Upon shifting at 2000 or so rpm, when the clutch is depressed, the engine revs up 400 rpm or so (for the last week).
If 20 secs or so passes, the rpm will begin to fall.
Also should be noted the engine is idling at about 1100 rpm for the last week.
used to idle around 800 rpm.
I am in PA and the Temperature is cold, but this problem did not occur last year.

a second vote for checking the iac.
just had mine replaced.
while driving i would feel the truck pulling itself down the road, i would push in the clutch to find the motor idling at over 2000 rpm's.
same thing when coming to a red light, and engaging the clutch to go into neutral. rpms would again be over 2000.
my problems actually seemed to be worse when the motor was hot, but was the same symptom as yours.
just had mine replaced.
