EcoBoost Timing Chain Issues

EcoBoost Timing Chain Issues
I have a 2012 F150 v6 Ecoboost displaying codes P0016 and P0299. It has about 90,000 miles and I bought used about 3 years ago from the same dealer where it sits now. They told me today that it would be at least $3400 to replace cellunoid, timing chain and timing chain stretchers(?), but that may not fix it all. If it's worse than, it could warrant a new engine, but they won't know until they either replace these parts or open it up. It also periodically has the rattle upon starting it up. Would I have any recourse with Ford since this seems to be a known engine design flaw? The dealer said they would check with Ford directly, but I'm not convinced that they will truly do that.
