EcoBoost Timing Chain Issues

I have a 2012 F150 v6 Ecoboost displaying codes P0016 and P0299. It has about 90,000 miles and I bought used about 3 years ago from the same dealer where it sits now. They told me today that it would be at least $3400 to replace cellunoid, timing chain and timing chain stretchers(?), but that may not fix it all. If it's worse than, it could warrant a new engine, but they won't know until they either replace these parts or open it up. It also periodically has the rattle upon starting it up. Would I have any recourse with Ford since this seems to be a known engine design flaw? The dealer said they would check with Ford directly, but I'm not convinced that they will truly do that.

Unfortunately, that is normal.

Publication Date: October 13, 2014

FORD: 2011-2014 F-150

Some 2011-2014 F-150 vehicles equipped with a 3.5L Gasoline Turbocharged Direct Injection (GTDI) engine and built on or before 10/10/2014 may exhibit a malfunction indicator lamp (MIL) illuminated with diagnostic trouble code (DTC) P0016. Other DTCs and driveability concerns may also be present. This concern may be due to a worn primary timing chain.

Follow the Service Procedure steps to correct the condition.

  1. Is the vehicle build date on or before 10/10/2014?
    1. Yes - proceed to Step 2.
    1. No - this procedure does not apply. Refer to Powertrain Control/Emissions Diagnosis (PC/ED) manual for normal diagnosis.
  1. Using Integrated Diagnostic System (IDS), with key on and engine running (KOER), select the VCT_INT_ACT1 Parameter Identification Data (PID) in the Datalogger.
    1. If VCT_INT_ACT1 PID reads +6 degrees or greater, proceed to Step 3.
    1. If VCT_INT_ACT1 PID reads +5 degrees or less - this procedure does not apply. Refer to Powertrain Control/Emissions Diagnosis (PC/ED) manual for normal diagnostics.
  1. Replace the primary timing chain. Refer to Workshop Manual (WSM), Section 303-01.
