Does anyone know exactly where the Emergency Flasher Relay is located, I was told in the area of drivers side under the dash, but no specifics, anyone know where it is exactly or how to get to it to temp disconnect it....

 

Are we supposed to just guess at what you have?

It doesn't have a "relay" for the flashers. It's a software function that is controlled in the SJB/BCM.
