2003 f150 v6 Cranks a while before starting

Have a 2003 f150 v6 that will start after cranking a while. Fuel filter was partially clogged. When the key is turned to on there is no fuel pressure on gauge at fuel rail. During cranking it registers up to 30 on gauge and starts . Runs fine at 32 psi. Isn't there suppose to be pressure at key on to prime fuel rail ? Is there a fuel pump control module at the rear, and does it have a Fuse ? Parts store doesn't show a module.

Yes, the rail should prime to at least 28 psi. No FPDM module, that didn't come till 2004. You have a rail-mounted pressure regulator.

Can you HEAR the pump try to prime when you turn the key on? It should buzz for a few seconds.
