fuel pump problem

No fuel to throttle body, no pump sound with switch on, vehicle will not start. I jumped the relay prior to removal and pump would not run. Sprayed start fluid and it will start. I removed the old pump and tested the pump and the fuel pump motor ran fine outside of the tank. I installed an after market pump which required splicing the wire harness. I connected the harness to the vehicle prior to hanging the tank back up and it would not run with the switch on. I switched around the relay and still could not get pump to run with the switch on. I jumped the pump (new) while still in the tank and it would run but no gas came out. This vehicle was running fine except the tranny was having some problems shifting and pulling off in 3rd gear. Before I could get that resolve the truck became hard to start then would not start at all. Is this computer related??? Should the new pump expel gas without being hooked up with all the lines and hoses. Need help.

The fuel pump will only be powered for 2 seconds when you turn on the key unless the engine is turning over. So if you turn on the key and then go see if the fuel pump runs, you won't see it running.
