Try replacing the VSS/OSS and RABS(if applicable) sensors. My 97 E4OD was acting up (not tot the scale yours was) and replacement seems to have fixed it.

Shifting problems like that are RARELY a problem inside the trans. It is almost always a wiring, sensor, or computer problem.

Since it's a 4x4 I would suspect the sensor that tells the computer that the transfer case is in 4x4 low.

any clue where that 4x4 low sensor would be?

It is an integral part of the electric shift motor.
