Can I Safely Replace The Factory 22" Limited Wheels And Tires On My 2008 F-150 With After Market 20" Wheels And Tires To Increase My Trailering Capacity....and If I Do Any Suggestions.

You can pretty much get what ever wheel you want. And yes, those wheels will fit any other '04-'07 F-150 so you could potentially sell them.
What you need to look at though is the tire. The tire is the main culprit for the L-I-M-I-T-E-D (pun intended ) towing capacity.
It may be worth a shot at shopping around to see if anyone makes an E load range tire in that 22" size.

Please correct me if I'm wrong here, but didn't they only make like 5,000 of those limited trucks? Does yours have a badge stating which number yours is? I saw a limited truck this past weekend at the dealership while we were purchasing my wife's new Escape. The salesman told me they are only making 5,000 of those limited trucks. That being said, I would advise you to hold on to your 22" rims as you may have a very "limited" and special truck there. I agree with you on wanting to use it as a truck, but if you could swing the dough for a limited, I'm sure getting another cheapy set of wheels and tires (that still look good) for towing is not that big of a deal for you. Just posting my .02, that's a beautiful truck you have there.

Wheel size is irrelevant. It's the tire diameter that affects all those things. If you had a 33" tire, the truck doesn't know if it's mounted on a 22" wheel or a 16" wheel. Theoretically take two trucks, one with a 16" wheel and the other with 22" wheel. If both had 33" tires, both trucks would have the same gas mileage and same speedo error, if any. Therefore, not enough info to answer your question.
