If max is 400 then rms is probably around 200ish. So an amp in the 4-600w range would work well. If probably settle in the range of 5-600 so your amp has extra power so your not jacking gains.

Could I use the Pioneer GM-D7400M and parallel wire the two subs?

From a quick google that amp shows 400w x1 channel at 2 ohms

For wireing diagram. Dunno if they are single or duals so i dont know if u can get them down to 2 ohms. But it should push them ok if you have that amp laying around and ohms work

MRP-M500. Plenty of power for really cheap. About 500Wrms @ 2ohms @ 14.4V, so you'll be right around the 400W range or so @ 12V, safe for your subs and getting great voume.

I think i'm gonna go with the Pioneer GM-D7400M and parallel wire them since my subs are single coils at 4 ohms

You'd have to parallel your subs with any mono channel amplifier to draw better current.
