Sounds like either a problem with the cluster or the sensor.

Sounds like a warranty issue. Speak with the dealer.

The "gauge" is nothing more than a fancy idiot light. It shows three positions, dangerously low pressure, normal pressure, too high pressure. If the key is on the cluster is powered up and some signal value is going to be gauge making it display some pressure. Once the engine starts the gauge will then jump to the middle of the display as long as everything is fine.

A real pressure gauge would move around depending on engine speed and temp. Ford hasn't used something like that in a long time.

Without the engine running it's absurd that Ford calls that normal. I believe if the pressure is 7 psi or greater the gauge reads halfway all the time.

I know in some Internationals I've driven when you turn the truck off, the gauges just sit there. But then you turn the key to on (preheat), the gauges will sweep.

I don't see ever on modern vehicles. The needles usually go to the rest position.
