Should I remove bad bed liner?

I recently purchased a 93 F-150 and am wanting to line the bed in either Hurculiner or Al's Bedliner. The previous owners had began to cover the bed in the Rustoleum spray-on bed liner but I guess they gave up half way through because half of the bed is uncovered. Will I have to remove this bed liner to put either of the other two on, or will they be able to cover it up?

The installer will likely use wire cup brush and scour th bed to metal.
