2009-2010 5.4L vs. 2004-2008 5.4L

Do the newer 09/10 5.4s have the same issues as the older ones?

I have a co-worker looking at getting a truck and he's in that 09/10 $13-16K range and the most common that come up are 2010 models with the 5.4.

Yes, but not quite as bad. The only real advantages of a 09-10 are the 6 speed transmission and redesigned heads - 1 piece plugs that don't stick and break. The VCT system is essentially unchanged.

See if you can find a 2011 with a 5.0 in his price range.

x2. The plugs wont be as big of an issue, but exhaust manifolds may just maybe will be the same issue with cracking and studs breaking.

2011+ shouldn't be too far off from the price of a 2010, even just an XLT.
