That it does. Avoid putting Seafoam in, it's too hard on the cats and doesn't do much for fuel injected engines. It's for carburetors and no converters.

Techron at each oil change wouldn't hurt. Shell is decent gas. Conoco/Phillips is also good as is Exxon/Mobil.

You should be able to get a hyrdocarbon test kit as a loaner at O'Reilly's, all you would have to pay for is the bottle of chemicals.

It would be worth it to do a compression test.

It's more likely you have a fuel pump that doesn't have the pickup near the bottom of the tank, or the gas tank itself is dented or partially collapsed.

The M5OD can't handle the torque of a 5.4 anyway. You need to rethink what you want to do.

That may be tricky. 1991 and earlier use one starter, 1992 and later use a different starter. 1992 and later had E4OD, not C6.
