1982 f150 300ci running super rough

first off, I'm impressed with this forum, you guys are awesome. ok, I just bought an 82 f150 long bed extra cab, and am totally stoked, well not totally, the guy who sold it to me is leaving the area and didn't have time for it, when i drove out to pick it up he said he hadn't used it much for about a year, it started right up, revved up fine, but could only actually drive about 25 mph, i adjusted the timing a little(just by ear) and got it to run better, reach full speed, but skipping or missing, then I drove it 150 miles home, at freeway speed it feels alright, although still missing some, but stopping and starting it bucks and skips, I read a bunch of related threads, and have a plan:
replace fuel filter, check fuel pump pressure and volume, adjust timing with a light, replace sparkplugs, wires are new, I have a feeling it may be the carb, but hope its just the filter, what am i missing, what else could it be, it has all this janky looking emissions stuff, I won't touch it, i know it may be brittle, it seems like i remember this symptom from back in the day on another truck, but could use all the help I can get, thanks

is there a possibility it is just a clogged jet in the carter carb?
if i move to oregon can i remove all the emission stuff?

Technically, no - tampering with emissions systems violates Federal law.
