make sure ur battery terminals are tight. if u have aftermarket ends they suck and always screw up most times i take the plate that holds the cable and flip it upside down so it clamps tighter
if that dont work either get a haynes or chiltons

Relay on the fender only powers up your underhood fuse box, so that most likely isn't your problem. You need to trace the small trigger wire from the relay on the starter itself back to the key switch for power.
Handy things to also post are 5.0 vs. 5.8 and M5OD-R2 stick or E4OD auto.
Also pick up an older Haynes manual.

Remove, clean, & tighten both battery terminals, and inspect the cables carefully. Read these captions:
Then move down to the block ground & the starter mounting bolts to make sure they're clean & tight.
If it still won't start, connect everything normally, then set up a voltmeter so its red probe is on the large red cable at the starter, and its black probe is on the starter's Aluminum housing, and the meter is where you can see it while holding the key in START. Post the reading.No, the starter relay has nothing to do with the CJB. Both always have battery power.
