Ignition cylinder.
 
It seems like when my truck is really cold in the mornings that the ignition cylinder sticks on the start position and I can hear the starter stuck, makes me cringe. If it isn't super cold I can turn it back quick enough that the starter doesn't stick open.
So can I safely put some wd-40 or something like that in there or take the covers off the steering column and grease it up or does it just need replaced?

you sure its not the sylonoid on the inner fender? had one starting to go bad that would leave the starter engaged for a little to long...

No it's the ignition cylinder, If I can turn it back from the start to the run position it's fine, but when it's cold it's very hard to turn it back and it doesn't turn back by itself like it's supposed to.

Pull the steering wheel, the lock cylinder, & the column shroud, and rinse out the actuator journal with carb cleaner. Then spray fresh grease in; it'll be night-and-day. The best grease is Wurth HHS-2000(HHS-K ~$30/can), but Champion Chain Lube (~$7/can) is good enough. I wouldn't use common white lithium grease - it'll gum up like what you have now.

Thanks steve, I'll being doing this tomorrow provided I can find the puller. I have a general idea, but do you have a step by step to get the wheel off or is it just that easy?
I really wanna get this done, starting the truck when it's 5 degrees out is killing the starter.

getting the steering wheel off is simple, take off the center cover, remove the big bolt, use puller and presto steering wheel is off. if you have air bags unplug the neg battery cable and wait a few mins BEFORE YOU DO ANYTHING!!!

A '90 doesn't have a bolt or an airbag. And even on those that do have airbags, you don't have to wait. Unplug the bag & set it on the ground face-UP under the truck.
