11998 expidition abs false activation, no codes

Hello, i am currently working on a 98 expidition, and i am having an issue with the abs system. no light, no codes. when your coming to a stop the abs will activate from 5-3 mph. using my snap-on verus, the wheel speed sensors read 3 mph at a dead stop, and will not return to zero, even reads 3 mph with the front sensors unplugged. they read close to accurate over 10 mph. Anyone had this issue?

Highly doubt it if it's reading 3 mph with the sensors UNPLUGGED............

More likely a faulty module.

turns out the module doesnt read lower than 3 mph, i looked at two other trucks that are at my shop with no abs issues, and they both read 3mph at 0/unplugged. what i did find was that the tone ring was not centered on the bearing causing the false activation. it wasnt broken, but it had moved. i replaced the bearing assembly and all issues dissolved. hopefully this can be some help to others down the road. thanks for all input...
